The 3 layers of defence (3LOD) process, incorporating audit, barrier assurance and verification is a widely used concept to understand the health of process safety and integrity management systems. This talk will traverse a variety of concepts such as bow ties, Safety and Environment Critical Elements (SECE), barriers and protocols and operations and corporate risk management and try to show how they can be brought together to avoid serious safety related events and/or major property loss events

A check box conformance approach to meeting requirements in standards needs to be avoided because it creates a cottage industry and does not give the greatest value from limited resources.   t is proposed that the 3LoD approach helps to find holes in preventative and mitigative barriers.   Each of the different approaches contrasts in strengths and weaknesses, barrier assurance needs to undertaken by SMEs and can be focused on risks using a deep and narrow approach where as audit is typically broad and shallow and gives an overview.
